If the fine was issued by HMRC, it is likely that it is related to the failure to submit a Corporation Tax return. In general, if you have filed for Dormant Company Accounts, you would not be required to submit a tax return. However, for this exemption to apply, you need to inform HMRC of your company's dormant status after filing the accounts with Companies House.
